Setting up Q's at the beginning or end of the month

You may or may not have noticed that Q's cannot be set-up on the 29th, 30th, and 31st of any month. This is because of months like February that only go until the 28th and the many months that do not have a 31st. If our system allowed Q set-ups on those dates, then a Q would be skipped altogether on a month that did not have that date. We alsorecommend that Q's not be set-up for the first of the month because our system does not change to the new month until the evening of the first.
